Walter was born in 1873 in Bridgnorth, Shropshire.1   Walter's father was Harvey Stephens and his mother was Sarah.  His paternal grandparents were Daniel Stephens and Sarah. He had four brothers and four sisters, named Harvey, George, Arthur, Ernest, Alice, Ethel, Lucy and Olive.  He was the oldest of the nine children.
